The Democratic Party of Virginia is deeply saddened by the loss of Bradford “Carter” Windley Phillips, former chair of the Hampton Democratic Committee. He was an avid defender of freedom and democracy and a leader in Virginia Democratic politics. Hailing from Hampton, Virginia, Phillips was wholly dedicated to improving his community his entire life.

“Carter was a dedicated leader of his community who put democracy and freedom at the forefront of everything he did, whether it was in his long law career or his various roles in Virginia politics,” said Susan Swecker, Chairwoman of the Democratic Party of Virginia. “His commitment to improving Hampton, the city he lived in since 1990, is an example of service we should all aspire to. Our thoughts and prayers go out to his wife, Terri, his son, John, and the entire Phillips family during this difficult time.”
