Yesterday, Delegate Rick Morris was charged with two counts child cruelty and two counts of assault and battery of a family member.
Today, Delegate Morris is sitting on a Courts of Justice Criminal Law Subcommittee meeting that's about to hear HB 1851 - a bill addressing penalties for those found guilty of assault against a family member.
